The Port of Bar is the central port of the Montenegrin port system and it is integrated with the Belgrade-Bar railway and road traffic network, representing a very important link in the intermodal transport chain. Within ADRIPASS the Port of Bar implemented a pilot action for the upgrade of its Port Community Systems to streamline freight flows transiting through the port and improve the attractiveness of the TEN-T corridor networks and of the environmentally friendly intermodal transport. The developed Port Community System can be replicated at Border Crossing Points in Montenegro and can communicate with other similar systems via messages (EDI, XML, etc.).
The Port of Bar pilot action aims to strengthen the relationship between the port and its stakeholders. Within the ADRIPASS project, the Port of Bar prepared three different modules:
- Module “control center” allows the stakeholder the use of the reports and statistical data related to the role they have in the port community.
- Module Customs allows The Customs Administration of Montenegro in the monitoring of cargo movement i.e., connecting customs documents/declarations with port documentation.
- Truck Module allowing to regulate entering/exiting of trucks and cars into/from the Port of Bar and requirements related to safety shall be met (ISPS regulation).
Besides, for a better performance of the upgraded Port Community Systems, has been improved a Graphical User Interface (GUI).
With these upgrades, PCS will meet some of the demands of the national authorities (in particular, The Customs Administration of Montenegro) regarding operations in the port as a free zone. All these activities are part of the soft measures which intend to support regional economic growth and streamline freight flows in the ADRION region.
